Advice Letter to California Public Utilities Commission Regarding Fall River Valley Land Conservation and Conveyance Plan

On January 12, 2017 PG&E submitted an Advice Letter to the California Public Utilities Commission (CPUC) pursuant to Public Utilities Code Section 851 requesting the CPUC's approval of a perpetual conservation easement to be established on 236 acres of land PG&E is retaining at  Fall River Valley planning unit in Shasta County. The conservation easement to be established on these lands will be held by Ducks Unlimited.

Final Land Conservation and Conveyance Plan

At its June 15, 2016 meeting the board adopted the proposed Land Conservation and Conveyance Plan for lands to be retained by PG&E at the Fall River Valley planning unit in Shasta County.

The LCCP describes how the proposed transaction and related agreements conform to and fulfill all requirements of the 2003 Settlement Agreement and Stipulation.

The board also approved the proposed conservation easement funding agreement between the Stewardship Council and Ducks Unlimited.

The Draft LCCP was made available for a public review and comment period from March 24, 2016 to April 22, 2016.

Recommendations

At its September 10, 2014 meeting, the Stewardship Council Board of Directors recommended PG&E to retain 129 acres of land at the Fall River Valley planning unit, located in Shasta County.

At its February 16, 2011 meeting, the board recommended Ducks Unlimited as the prospective conservation easement holder on the property.

Land Stewardship Proposals

On Aug. 13, 2010, the Stewardship Council received three land stewardship proposals from organizations interested in being considered for a donation of fee title to certain lands located within the Fall River Valley planning unit. Proposals were prepared and submitted by the Pit River Tribe, Bureau of Land Management, and the Fall River Resource Conservation District. The information and statements contained in these proposals were prepared by the respective organizations. Proposals are presented "as is" and the Stewardship Council does not make any assertion regarding the accuracy or completeness of information presented, nor do the proposals necessarily reflect the views of the Stewardship Council. The proposals will be reviewed and considered prior to any recommendation by the Stewardship Council for a donation of fee title to lands within the Fall River Valley planning unit.
