Permanent Protection of Lower Drum Upper Pinecroft and Lower Drum Old Airport Planning Units with a Conservation Easement

On October 11, 2017, a conservation easement was recorded to protect the Beneficial Public Values of the watershed lands at the Lower Drum Upper Pinecroft and Lower Drum Old Airport planning units. The conservation easements on both properties is held by the Placer Land Trust.

Permanent Protection of Lower Drum Kidd & Cascade Lakes Planning Unit with a Conservation Easement

On May 24, 2017, a conservation easement was recorded to protect the Beneficial Public Values of the watershed lands at the Lower Drum Kidd and Cascade Lakes planning unit. The conservation easement is held by the Placer Land Trust.

Proposed Land Conservation and Conveyance Plan – Lands to be retained by PG&E at Lower Drum (Wise Forebay)

The Watershed Planning Committee of the Stewardship Council forwarded to the board of directors for its consideration and possible adoption the proposed Land Conservation and Conveyance Plan (LCCP) for the Lower Drum (Wise Forebay) planning unit for public review and comment. 

The draft LCCP was made available for a public review and comment period from July 21, 2017 to August 21, 2017.

Advice Letter to California Public Utilities Commission Regarding Lower Drum (Halsey) Land Conservation and Conveyance Plan

On June 21, 2017, PG&E submitted an Advice Letter to the California Public Utilities Commission (CPUC) pursuant to Public Utilities Code Section 851 requesting the CPUC's approval of a conservation easement to be established on 545 acres of land PG&E is retaining within the Lower Drum (Halsey) planning unit property in Placer County. The conservation easement will be held by the Placer Land Trust.

Advice Letter to California Public Utilities Commission Regarding Lower Drum (Rock Creek) Land Conservation and Conveyance Plan

On April 26, 2017, PG&E submitted an Advice Letter to the California Public Utilities Commission (CPUC) pursuant to Public Utilities Code Section 851 requesting the CPUC's approval of a conservation easement to be established on 50 acres of land PG&E is retaining within the Lower Drum (Upper Pinecroft) planning unit property in Placer County. The conservation easement to be established on these lands will be held by the Placer Land Trust.

Transfer of Land to Placer County

The donation of 10 acres within the Lower Drum (Bear River-Pinecroft Reserve) planning unit to Placer County, and the establishment of a conservation easement held by Placer Land Trust were finalized on March 23, 2017.

Proposed Finding of No Significant Public Interest Value - Lower Drum Planning Unit

The Stewardship Council Watershed Planning Committee (Planning Committee) has conditionally endorsed a finding of no significant public interest value (NSPIV) for 17 parcels within the Lower Drum planning unit in Placer County (Parcels 877, 878, 880, 898-900, 905-907, 908-911, 912-915) after evaluating the parcels and coming to the conclusion that the parcels do not contain, nor do they have the potential for significant habitat, forestry, agricultural, recreational, or open space value.

The proposed finding of no significant public interest value for these 17 parcels will be considered for approval by the Stewardship Council’s Board of Directors at its meeting on May 3, 2017. If this proposed finding is approved by the Stewardship Council Board, these parcels will not be encumbered by a conservation easement. No change will be made to PG&E’s ownership and operation of these parcels as a result of this finding.

This NSPIV finding was released for public comment from February 17, 2017 - March 20, 2017.

Final Land Conservation and Conveyance Plan - Lower Drum (Upper Pinecroft)

At its September 21, 2016 meeting the board adopted the proposed Land Conservation and Conveyance Plan for lands to be retained by PG&E at the Lower Drum (Upper Pinecroft) planning unit in Placer County.

The LCCP describes how the proposed transaction and related agreements conform to and fulfill all requirements of the 2003 Settlement Agreement and Stipulation.

The board also approved the proposed conservation easement funding agreement between the Stewardship Council and the Placer Land Trust.

The draft LCCP was made available for a public review and comment period from June 7, 2016 to July 7, 2016.

Recommendations

At its March 7, 2012 meeting, the board recommended that PG&E retain the remaining acres of land available for donation (approximately 642 acres) in the Lower Drum planning unit. This acreage is in addition to the 385 acres previously designated by PG&E for retention in this planning unit.

At its November 16, 2011 meeting, the board recommended the Auburn Area Recreation and Park District as the prospective fee title donee for approximately 64 acres of land in the Lower Drum planning unit, located in Placer County.

At its September 15, 2011 meeting, the board recommended Placer County as the prospective fee title donee for approximately 15 acres of land in the Lower Drum planning unit.

At its September 15, 2011 meeting, the board recommended the Placer Land Trust as the prospective conservation easement holder on the property.

Land Stewardship Proposals

On May 13, 2011, the Stewardship Council received land stewardship proposals from organizations interested in being considered for a donation of fee title to certain lands located within the Lower Drum planning unit. The Auburn Area Recreation and Park District, Placer County, and Placer County Water Agency prepared and submitted proposals and are responsible for the information contained therein. Proposals are presented as is, and the Stewardship Council does not make any assertion regarding the accuracy or completeness of information presented, nor do the proposals necessarily reflect the views of the Stewardship Council. The Stewardship Council fully reviewed and considered the proposals before recommending any organizations for donation of fee title to lands within the Lower Drum planning unit.
