Possible Finding of No Significant Public Interest Value at Lower Drum Planning Unit

The Stewardship Council is working with PG&E and local land trusts across the state to develop and record conservation easements on lands that PG&E owns and operates. The Stewardship Council Watershed Planning Committee (Planning Committee) has conditionally endorsed a finding of no significant public interest value (NSPIV) for 17 parcels within the Lower Drum planning unit in Placer County (Parcels 877, 878, 880, 898-900, 905-907, 908-911, 912-915) after evaluating the parcels and coming to the conclusion that the parcels do not contain, nor do they have the potential for significant habitat, forestry, agricultural, recreational, or open space value. 

The proposed finding of no significant public interest value for these 17 parcels will be considered for possible approval by the Stewardship Council’s Board of Directors at its meeting on May 3, 2017. If this proposed finding is approved by the Stewardship Council Board, these parcels will not be encumbered by a conservation easement. No change will be made to PG&E’s ownership and operation of these parcels as a result of this finding.

The Board will review public comments before taking a vote. The meeting will be held at the Sacramento Public Library, 828 I Street, Sacramento, CA, beginning at 1:00 pm. The meeting agenda will be posted on our web site on April 26, 2017, one week prior to the meeting.

Final Land Conservation and Conveyance Plan - Lower Drum (Upper Pinecroft)

At its September 21, 2016 meeting the board adopted the proposed Land Conservation and Conveyance Plan for lands to be retained by PG&E at the Lower Drum (Upper Pinecroft) planning unit in Placer County.

The LCCP describes how the proposed transaction and related agreements conform to and fulfill all requirements of the 2003 Settlement Agreement and Stipulation.

The board also approved the proposed conservation easement funding agreement between the Stewardship Council and the Placer Land Trust.

The draft LCCP was made available for a public review and comment period from June 7, 2016 to July 7, 2016.

On October 29, 2015, PG&E submitted an Advice Letter to the California Public Utilities Commission (CPUC) pursuant to Public Utilities Code Section 851 requesting the CPUC's approval of PG&E's donation of fee simple title to 15 acres within Lower Drum (Bear River Pinecroft Reserve) planning unit property to Placer County. The conservation easement to be established on these lands will be held by the Placer Land Trust.

Recommendations

At its March 7, 2012 meeting, the board recommended that PG&E retain the remaining acres of land available for donation (approximately 642 acres) in the Lower Drum planning unit. This acreage is in addition to the 385 acres previously designated by PG&E for retention in this planning unit.

At its November 16, 2011 meeting, the board recommended the Auburn Area Recreation and Park District as the prospective fee title donee for approximately 64 acres of land in the Lower Drum planning unit, located in Placer County.

Land Stewardship Proposals

On May 13, 2011, the Stewardship Council received land stewardship proposals from organizations interested in being considered for a donation of fee title to certain lands located within the Lower Drum planning unit. The Auburn Area Recreation and Park District, Placer County, and Placer County Water Agency prepared and submitted proposals and are responsible for the information contained therein. Proposals are presented as is, and the Stewardship Council does not make any assertion regarding the accuracy or completeness of information presented, nor do the proposals necessarily reflect the views of the Stewardship Council. The Stewardship Council fully reviewed and considered the proposals before recommending any organizations for donation of fee title to lands within the Lower Drum planning unit.
